Social expenditures in Turkey are first estimated for the period of 1990-2015 by summing up the budgetary items pertaining to social expenditures and social expenditures in Turkey and OECD countries are compared for the period of 1980-2015. Contrary to expectations, it's observed that social expenditures in Turkey and OECD countries have been considerably increased. Those results present that anticipated diminishing of tax receipts and public expenditures is no longer valid during neo-classic based financial globalization.
