In thestudy, the documents have been analysed by descriptive survey model. Document Analysis has been used as thetool of gathering data. Codes have been set by examining the documents. The themes have been set according tothe codes. At the end of research, it has been concluded that there are differences and similarities about the goalsof the Vision 2023 and Teacher Strategy documents. It has also been observed that the documents containsimilarities about the teachers’ career development, teachers wage concession and encouragement in improperenvironment.
