Bu ilişki devletin yerli özel sermaye ortaya çıkarma çabalarıyla başlayan, bu çabaları sonucu ortaya çıkan özel sektörü sürekli desteklemesi ve toplumsal alanda belli bir yer edinmesini sağlamasıyla devam eden sonrasında da özel sektörün bazı dönemlerde hükümetler üzerinde önemli etkileri olduğu süreçlere giden bir ilişkidir. Tabi ki devlet içerisinde hükümeti elinde bulunduran siyasi aktörler bu konumda olmanın verdiği yetkilere sahip olmaları dolayısıyla oldukça kıymetli aktörler olmuşlardır. Yine yerli sermaye sahibi aktörler de ülke kalkınması, istihdamı gibi kimi makroekonomik alanlarda gayet önemli aktörlerdendir. Bu çalışma hükümetler ve iş insanları arasında mevcut olan çok boyutlu karmaşık ilişkinin nasıl doğduğunu, hangi evrelerden geçtiğini, bu ilişkinin savunma sektöründe ne şekilde cereyan ettiğini ve nihayet Türk siyasal hayatında oldukça önemli bir yeri olan Adalet ve Kalkınma Partisi iktidarları döneminde ne tür bir boyutta seyrettiğini araştırmaktadır. Ayrıca çalışma tarihsel bir süreklilik içerisinde ilerlemekte, hükümet ve iş insanlarına yönelik genel bir incelemenin ardından bu ilişkinin savunma sanayi üzerindeki etkilerine temelde AK Parti iktidarları öncesi ve sonrası dönemler üzerinden değinilmektedir.There is a very important relationship between the governments of the Republic of Turkey and the capital class, which started before the establishment of the republic. This relationship begins with the state's efforts to raise domesticprivate capital, continues with its continuous support of the private sector resulting from these efforts and ensures a certain place in the social sphere, and then goes to processes where the private sector has significant effect on governments in some periods. Of course, the political actors who holdthe government within the state have become very valuable actors because they have the power of being in this position. Again, actors with domestic capital are very important actors in some macroeconomic fields such as countrydevelopmentand employment. This study explores how the multidimensional complex relationship between governments and business people was born, what stages it went through, how this relationship took place in the defence sector, and finally what extent it lasted during the rule of the Justice and Development Party , which has a very important place in Turkish political life.
