Bu açıdan Avrupa kıtası, bütünlesme hareketleri ile savasların birlikte yasandıgı bir alan olarak degerlendirilebilir. Baslangıçta sadece altı devlet ile baslayan bütünlesme süreci günümüze kadar geçen sürede hem sayı itibariyle, hem de nitelik itibariyle ciddi bir degisiklige ugramıstır. Gelisen Avrupa'da Schengen Sözlesmesi ve Avrupa Tek Senedi'nin imzalanmasıyla sınırlar kısmen ortadan kalkmıs ve bu durum Avrupa Birligi ülkeleri için güvenlik sorununu beraberinde getirmistir. Suç örgütlerinin daha organize ve uluslararası boyut kazanmaları, Avrupa Birligi üye ülkelerini 1970'lerden bu yana çesitli olusumlar içerisinde bu suç örgütleri ile mücadeleye itmistir. Türkiye uzun süredir AB içerisinde yer almak istemektedir. Türkiye'nin AB'ye üyelik serüveni o dönemde Avrupa Ekonomik Toplulugu olarak adlandırılan kuruma 31 Temmuz 1959 yılında yaptıgı müracaatla baslamıs ve 1999 yılında yapılan Helsinki Zirvesi sonrasında aday ülke statüsü kazanmasıyla da devam etmistir. Türkiye'nin adaylık sürecini çabuk ve sıkıntısız geçirmesinde Türk Emniyet Teskilatı'nın yapacagı katkı yadsınamaz. Bu süreçte Türk Emniyet Teskilatı polisiye isbirligi çerçevesinde olusturulan çesitli faaliyetlere katılmaktadır. Ayrıca katılım öncesi mali isbirligi adı altında çesitli projeler hazırlayarak kurumsal kapasitesinin arttırılmasına ve bu sayede AB Mevzuatı'na uyumu kolaylastırmaya çalısmaktadır. The unity process, which at the beginning began with only six countries, has changed seriously both in number and quality since then. With Schengen Agreement and Single European Act the borders were abolished partially and that brought a security issue for EU countries. With the existence of more organized and international dimensioned crime organizations the EU countries are forced to struggle with them in various formations since 1970?s. Turkey has aspired to be a member of EU for a long time. The membership process of Turkey in Europe has begun with the country?s application in European Economic Community on the 31st of July 1957 and has continued with its getting the statue of candidate country after Helsinki Summit held in 1999. During the process of Turkey?s candidacy, the Turkish Police Organization?s contribution to the process cannot be denied. During the process, the Police Organization has attended various activities carried out within the framework of police cooperation. Moreover, before the attendance, it tries to increase its institutional capacity and to enhance the adaptibility of Turkey to European Union legistation by preaparing various projects under the title of Fiscal Cooperation.
