With such an increasing quantity of applications, researchers begin to question how to develop and deliver content to ensure quality. This paper discusses the need and presents a model for developing content in e-learning environments. This model utilizes Winn's information processing model incorporating a constructivist approach to learning. Four phases are proposed and quality content development is discussed within the scope of this model.
