In this context, the study aims to reveal the potential benefits of blockchain technology for public administration. For this purpose, the structure of this technology and its usage areas in terms of administration were examined. Moreover, literature and case studies questioned its potential benefits in terms of public administration. It aims to determine the current situation and develop policy recommendations through usage areas and projects in Turkey. In this respect, it seeks to discuss the usability of technology-based applications in public administration and discuss the possible benefits and risks of the blockchain.Öğe Digitalization of Governments during the Pandemic: The Case of Turkiye(Seta Foundation, 2022) Babaoglu, CenayThis study questions how the increasing digitalization of public administrations has been affected by the pandemic process with the rising use of technology in administrative functions. The general digitalization processes and the pandemic period's effects were examined in this context. Then, the case of Turkiye and the digitalization steps taken by the government in different policy topics were discussed. The practices and policies developed by the local and central governments have been addressed in this context. As a result, the outputs of digital service delivery, which became widespread during the pandemic, were evaluated in relation to Turkiye. The efforts and potential benefits of this period are also emphasized. In addition, the risks and opportunities of digitalization in Turkiye were discussed. This article examines the historical development, current status, and future prospects of graduate e-government courses in Turkish public administration programs. To that end, we performed content analysis of e-government course syllabi and evaluated relevant archival documents. We then conducted semistructured surveys of past and current instructors of graduate e-government courses. The article concludes by discussing the future prospects of e-government education in Turkey, including the problems that instructors need to solve in order to improve instruction and the relevance and impact of such courses on students and faculty of public administration programs in Turkey and elsewhere.Öğe Examining E-learning programs in Turkish higher education system(IGI Global, 2017) Babaoglu, Cenay; Oktem, M. The concept of e-government affects municipalities-closest service units to the citizens-and with this effect developed the term emunicipality. Municipalities in Turkey began to use the new technologies for the delivery of services, and terms like e-participation and e-governance are widening rapidly. This chapter investigates whether Facebook pages are an effective tool for local participation. The social media-citizen relationship that is claimed to be more effective, especially at the local level, has been evaluated through the Facebook pages of the municipalities. The scope of this book is to fill the void in the literature with regards to the analyses of public policies in Turkey. © Peter Lang AG 2019.Öğe The Role of Agile Values in Enhancing Good Governance in Public Administration during the COVID-19 Crisis: An International Survey(Mdpi, 2023) Tomazevic, Nina; Kovac, Polonca; Ravselj, Dejan; Umek, Lan; Babaoglu, Cenay; Bohata, Marie; Hirsch, BernhardThis study aimed to analyse the impact of digitalisation on good governance with respect to selected local public administrations during the COVID-19 lockdown in the spring of 2020. The overriding assumption made is that agile values mediate the relationship between digitalisation and good governance on this level of public administration. Data were obtained through a web-based survey conducted between June and August 2020. The empirical analysis was facilitated by applying partial least squares structural equation modelling (PLS-SEM) on a sample of 761 public managers from five Central European countries (Czech Republic, Germany, Poland, Romania, Slovenia). The results show that digitalisation acted as an essential driver of good governance during the COVID-19 pandemic. Three out of four agile values-employees and internal relationships, working public services, and change management-were also shown to help make digitalisation more effective and thereby facilitate good governance. Despite some limitations (e.g., respondents' subjective evaluations, the study only being performed during the first wave of the COVID-19 pandemic in the observed countries with different situations and consequent measures in response, and differences in the broader environment and local administration systems in the studied countries), the findings of the study are important given the lack of similar empirical studies. Public administrations should be digitalised and reformed in a way that ensures that they effectively and efficiently design, implement, measure, and continuously improve their strategies, tactics, and services, which can all be accomplished by being agile. The paper offers insights into: (1) the lessons learnt about the nature of digitalised public services/processes and agile management approaches in response to the COVID-19 pandemic and their impact on good governance; and (2) proposals for policymakers and managers in public administrations with regard to operating in extreme VUCA circumstances in any next wave of COVID-19 pandemic or in a new pandemic/public health disaster.Öğe The Role of Communication Technology Diffusion in Government Transformation: The Ottoman Empire Example (1823-1923)(Hacettepe Univ, 2024) Babaoglu, Cenay; Yildiz, Mete; Sadioglu, UgurThis study examines and evaluates the processes of communication technology transfer and adoption during the last century of the Ottoman Empire, 1823-1923. To this end, the adoption processes of four technologies, the postal system, telegraph, telephone, and the printing press, are examined in detail. The objective is to explain the underlying reasons for technology adoption by the government by using a historical perspective. In general, the study's primary purpose is to examine the effect of technology on administrative processes historically. The findings of the study show that these communication technologies were instrumental. First, they connected the Ottoman countryside to the Imperial Capital (Istanbul) for administrative and military purposes, making it easier for the central Ottoman Administration to control the Empire. Second, they were instrumental in integrating the Empire's economy into the global capitalist economy, and along the way, transforming the Ottomans into a de-facto semi-colony. The impact created by these technologies, which were used for administrative centralization provides important lessons for current technological transformation processes.Öğe Turkiye's sustainable water policies and planning initiatives as part of climate change action(Alexandru Ioan Cuza Univ Press, Alexandru Ioan Cuza Univ Iasi, 2023) Babaoglu, Cenay; Kulac, Onur; Erdogan, Oguzhan; Memis, Levent; Karasoy, AlpayClimates are formed throughout the world's life cycle and are vital for survival. Rapid changes in these climatic balances affect the maintenance of living beings and human life negatively, both directly and indirectly. Climate change is also an important variable that affects different sectors and organizational activities. One of the critical issues affected by climate change is water. In this context, there is a need for sustainable policies that will adapt to the new challenges emerging under climate change. This study aims to scrutinize the effect of climate change on Turkiye's water structure and resources in an effort to propose policy recommendations for long-term water management. To this end, the study examines the National Water Plan of Turkiye under traditional planning and/or management approaches (inactive, reactive, and preactive) and the proactive/interactive approach presented by Ackoff. The paper reveals that the National Water Plan of Turkiye consists of more strategies and policies with a reactive approach. Accordingly, it is recommended for Turkiye to give priority to Proactive/Interactive and/or Preactive strategies in climate change and sustainability.
