dc.description.abstractPerformance has become one of the key concepts in the process of closing the gap between public management and organizational management. In this respect, the success of public organizations has become the main subject under question. This issue can only be clarified by comprehending what the concept of performance means in the private sector. Besides, the viability of the concept in the public sector and the applicable criteria should be determined. This study specifically focused on one of the three main pillars of the subject, namely the question "which measures can be applied to understand the success of public organizations". This question is attempted to be answered by discussing the four main criteria, namely lawfulness (legality), legitimacy, effectiveness and productivity.
