Özet
Osmanlı devleti batının üstünlüğünü kabul ettiği 18. Yüzyıldan itibaren hemen hemen her alanda reform hareketlerinde bulunmuştur. Bu reform çalışmalarının temel sebebi devletin kötü gidişatını engellemektir. Süreçte yönetim kadrolarında da yeniliklere gidilmiş, bürokrasi eskiye göre daha modernize edilmiştir. II. Abdülhamid döneminde kadrolaşmanın da etkisiyle memur sayısı 30.000’lere kadar ulaşmıştır. II. Abdülhamid döneminde Avrupa’nın da desteğini almak için devlet kadrolarına yalnızca Müslümanlar değil aynı zamanda gayrimüslim vatandaşlarda yerleştirilmiştir. Bununla birlikte artan memur sayısını kontrol altında tutabilmek için kayıtlar tutulmaya başlanmıştır. Sicill-i Ahval Komisyonu tarafından Sicill-i Ahval Defteri’nde bu kayıtlar mevcuttur. Bu defterler günümüz biyografilerinin temelini oluşturmuştur. Bu defterlerde istihdam edilen memurların doğum yerlerini ve yıllarını, hangi milletten olduklarını, babalarının isimlerini, eğitim durumlarını, bildikleri dilleri, aldıkları maaşları, görev yerlerini ve sürelerini kayıt altında tutmuştur. Bu defterlerden Akhisar’lı devlet adamlarının da kayıtlarına ulaşılmış, dönemin istihdam alanları, eğitim seviyesi, ekonomik durumu gibi bilgiler elde edilmiştir. From the 18th century onwards, The Ottoman Empire accepted the supremacy of the west, and the reform movements were carried out in almost every field. The main reason of this reform movements was to prevent the state from going worse. In the process, innovations were made in the government staff and bureaucracy was more modernized than before. During the reign of Abdulhamid II, the number of civil servants reached 30.000 with the effect of staffing. During the reign of Abdulhamid II, not only Muslims but also non-Muslim citizens were settled in the state cadres to gain the support of Europe. Besides this, in order to keep the increasing number of civil servants under control, records were started to be kept. These records are available in the Sicill-i Ahval Defters established by the Sicill-i Ahval Commission. These books formed the basis of today’s biographies. In these defters, the place of birth and years of the civil servants employed, their nationalities, the names of their fathers, their education levels, the languages they speak, the salaries they receive, their places of duty and periods were recorded. The records of statesmen from Akhisar were accessed and data such as employment areas, educational levels and economic status of the period were obtained from these defters.
