Özet
Bürokrasi elbette günümüze özgü bir olgu değildir. Tarihsel olarak pek çok imparatorluğun güçlü bürokratik yapılara sahip olduğu görülmektedir. Ancak tarihsel açıdan modern dönemdeki bürokrasi olgusu karakteristik olarak farklı bir niteliğe sahiptir. Weber'in de belirttiği gibi, modern bürokrasi, dünyanın rasyonalizasyonunun ve sekülarizasyonunun önemli bir göstergesi ve aracıdır. Çoğu durumda bürokrasi ve teknokrasi, siyasal alan üzerinde önemli bir güç ve baskı unsuru haline gelmektedir. Bu bağlamda, günümüzde siyaset ile bürokrasi ilişkisi önemli sorunlara sahne olmuştur. Demokratik bir yapı ve işleyiş açısından bürokrasinin gücü hep tartışılagelmiştir. Gelişmiş ülkelerde de bürokrasi-siyaset ve bürokrasi-demokrasi sorunu hala varlığını devam ettirmektedir. Ancak Türkiye'de bürokrasi-siyaset ve bürokrasi-demokrasi ilişkisi çok daha özgül bir konumda olup, tarihsel açıdan çok çetrefil bir konu olmuştur. Türkiye'de bürokratik aygıtın ve devletçi seçkinlerin konumu demokratikleşme süreci açısından hayati bir önem taşımaktadır. Demokratikleşme sürecinde atanmışlar ile seçilmişler arasındaki güç ilişkilerinin dengeli bir şekilde kurumsallaştırılabilmesi gerekmektedir.Bu çalışmada, önce bürokrasi, demokrasi ve bu iki olgu arasındaki ilişki kavramsal ve teorik açıdan ele alınmıştır. Sonra da Türkiye'de Cumhuriyet dönemi içerisinde ne türden görünümler oluştuğu serimlenmeye ve değerlendirilmeye çalışılmıştır.Anahtar Kelimeler: Bürokrasi, Demokrasi, Bürokrasi-Demokrasi İlişkisi, Türkiye'de Bürokrasi-Demokrasi
Bureaucracy is not certainly a phenomenon peculiar to our day. Bureaucratic structure of many powerful empires in history have been observed. Bureaucracy in the modern era from a historical perspective, hovewer, as a characteristic phenomenon has a different character. As Weber denoted, modern bureaucracy, is an important indicator and menas of the rationalization secularization of the world and an important indicator. Bureaucracy and technocracy in many cases, became a significant power over the political sphere. In this context, today's political relations with the bureaucracy has been the scene of the important issues. The power of the bureaucracy in terms of democratic structure and functioning always discussed. In developed countries the problems of, the bureaucracy-politics and the bureaucracy-democracy still exist. However, bureaucracy-politics and bureaucracy and democracy relations in Turkey are in a position much more specific, and historically has been a subject too complicated. Statist and bureaucratic elite in Turkey in terms of the democratization process is crucial. In the process of democratization of power relations between elected and appointed in a balanced way institutional enhancement is required.In this study, before the bureaucracy, democracy and the relationship between these two cases, the conceptual and theoretical aspects are discussed. Then during the Republican Period in Turkey, what kind of developments occured have been studied.Key words: Bureaucracy, Democracy, Bureaucracy and Democracy Relationship, Bureaucracy and Democracy in Turkey
