Özet
Bu çalışmada; Midhat Paşa'nın bundan yüz elli yıl önce ve 1861-1864 yılları arasına ait Niş Valiliği görevi, Başbakanlık Osmanlı Arşivi evrâkı esas alınarak incelenmiştir. Midhat Paşa bu ilk valilik döneminde, ciddi ve çalışkan bir devlet adamı olarak bölgenin idarî yapısını ıslâh ettiği gibi gerçekleştirdiği imar faaliyetleriyle halkın takdirini kazanmıştır. Niş ve civarının emniyet ve asayişi, onun zamanında istenilen seviyeye ulaşmıştır. Bölgenin ekonomik yapısına olumlu yönde katkıları olan Midhat Paşa, muhacirlerin iskânı ve eğitim konularında da başarılı sonuçlar elde etmiştir. Çalışmaları Bâbıâli tarafından takdirle karşılandığından olacak ki Niş Valiliği sonrasında yeni kurulan büyük Tuna Vilâyeti'ne Vali olarak tayin edilerek görev sahası genişletilmiştir. Bulgaristan bölgesinde toplam sekiz yıla varan idareciliğinin bir neticesi olarak adı geçen bölgenin Osmanlı hâkimiyetinden çıkışının geciktiğini söylemek mümkündür.Anahtar Kelimeler: Midhat Paşa, Eyalet, Niş, İdare
In this research; the Niş governorship of Midhat Paşa that was administered a hundred and fifty years ago, between the years 1861-1864, is examined by taking the Başbakanlık Ottoman Archives as the main source. Being an industrious and austere official of the state, Midhat Paşa has won the public admirtion in this initial governorship duty by improving the administrative structure of the area as well as improving the construction of public facilities. Security and order of Niş and its vicinity has reached to an unprecedented level in his time. Midhat Paşa who has contributed much to the economical structure of the region, has also acquired success in housing of the immigrants and in education. It must be because his work has been regarded with appreciation by the Sublime Porte that his coverage area has been expanded by his appoinment to the governorship of the newly established Tuna Province after his governorship of Niş. It is possible to say that his administration of the Bulgarian region for eight years can be considered as a factor that delayed the detachment of the above mentioned area from the Ottoman rule.Key Words: Midhat Paşa, State, Niş, Administration
