Özet
Bu makale İstanbul Vilayeti’nin 1920 yılı mali bütçesini inceleyerek Osmanlı Devleti’nin Birinci Dünya Savaşı sonrası içine düştüğü zor duruma karşın üzerine düşen vazifelerini yerine getirmekten imtina etmediğini göstermektedir. 19. Yüzyıl idari taksimat alanında önemli değişimlerin başlangıcı olmuştur. Bu değişim sonucunda Vilayet Hususi İdareleri kurulmuş, bu idarelerin vilayet içinde bir takım hizmetleri yapabilmesi için bütçeler oluşturulmuştur. Valinin başkanlığında toplanan meclis vilayete ait yapılması planlanan işleri görüşmekte, görüşme sonucunda bütçe oluşturulup, öngörülen işler program dâhilinde gerçekleştirilmektedir.
This article examines the 1920 financial budget of Istanbul Province and illustrates in great details that despite its defeat in World War I, the Ottoman Empire did not refrain from fullfilling its obligations. The nineteenth century was the beginning of significant changes in the Ottoman administration. One of the changes was the foundation of Special Provincial Administrations with allocated budgets to provide services in their regions. Province governors presided the province councils and planned necessary works, made budgets and carried out the plans.
