Uluslararası hukuk bağlamında Doğu Akdeniz enerji sorunu ve Türkiye'nin politikaları

Özet
Enerji, çağımızda üretim ve tüketim alanlarında kullanılan temel girdilerden biridir. Üretim ve tüketim davranışlarının değişmesinden dolayı enerjiye olan talep, her geçen gün artmaktadır. Bilhassa zengin hidrokarbon rezervleri olan Doğu Akdeniz bölgesi bütün dünyanın ilgisini üzerine toplamış bulunmaktadır. Büyük devletler bu bölgede kendi çıkarlarını koruyacak şekilde etkin olmayı amaçlamaktadırlar. Sahip olduğu deniz yolları ve kara bağlantıları ile önemli bir geçiş bölgesi olmasının yanında, enerji üretim ve nakil bölgesi olan ve hidrokarbon rezervleri ile önemi iyice artan Doğu Akdeniz'e hakimiyeti olan ülkeler, dünya enerji siyasetinin en önemli aktörleri olabileceklerdir. İşbu çalışmada öncelikle enerji temelli giriş bölümü ile kavramsal bir çerçeve çizilmiştir. Devamında Doğu Akdeniz bölgesindeki güç savaşlarını anlamlandırabilmek adına uluslararası hukuk ve yargı mercilerinin kararları ışığında bölgedeki aktörlerin politikaları ve hamleleri geçmişten günümüze irdelenmiştir. İç enerji ihtiyaçlarının karşılanması konusunun yanı sıra, Doğu Akdeniz'e kıyısı bulunan tüm ülkelerin yeni dünya düzeninde enerjiyi arkasına alarak rolünü belirleme çabası ele alınmıştır. Aynı zamanda, bu konu bağlamında özellikle Türkiye'ye dair bir durum değerlendirmesi yapılmış, Türkiye'nin bölgedeki haklarını savunabilmesi ve uluslararası konjonktürdeki yeni güç dengesinde daha fazla güç sahibi olabilmesi hususunda çeşitli çözüm önerilerinde bulunulmuştur.
Energy is one of the essential inputs used in the fields of production and consumption in our time. Due to the change in production and consumption behaviors, the demand for energy is increasing day by day. Especially the Eastern Mediterranean region, which has rich hydrocarbon reserves, has attracted the attention of the whole world. The big states aim to be active in this region in a way that will protect their own interests. Countries that dominate the Eastern Mediterranean, which is an energy production and transmission region and whose importance has increased with its hydrocarbon reserves, as well as being an important transition region with its sea routes and land connections, will be the most important actors of world energy politics. In this study, first of all, a conceptual framework was drawn with the energy-based introduction. Afterwards, in order to make sense of the power wars in the Eastern Mediterranean region, the policies and moves of the actors in the region from the past to the present have been examined in the light of the decisions of international law and judicial authorities. Meeting the internal energy needs and the efforts of all countries with a coast to the Eastern Mediterranean to determine their role in the new world order by considering energy are discussed. At the same time, in the context of this issue, a situation assessment of Turkey has been made, and various solutions have been proposed for Turkey to defend its rights in the region and to have more power in the new balance of power in the international conjuncture.
