Özet
II. Abdülhamid dönemi Osmanlı Devleti’nin hayatta kalma mücadelesi verdiği bir devredir. Bu dönemde başta padişah olmak üzere devlet adamları ve aydınlar devletin çöküşünü durdurmak için çeşitli çözüm yolları aramışlardır. II. Abdülhamid’de onlardan düşüncelerini “lâyiha” şeklinde kendisine takdim edilmesini istemiştir. Bu aydınlardan birisi olan Abdurrahman Süreyya Efendi, 1892 yılında Lizbon’da yapılması planlanan “Müsteşrik Kongresi’ne” katılmak için Portekiz’e gitmiştir. Kongrenin sağlık şartları sebebiyle ertelenmesi üzerine, Abdurrahman Süreyya Efendi Lizbon ve çevresini dolaşarak gözlemlerini rapor halinde yazmıştır. Bölgenin İslam geçmişini hasretle yâd eden yazar duygu ve düşüncelerini akıcı ve sade bir Türkçe ile yazmıştır.
The period of Abdulhamid II was known as the strugles of the Ottoman States to keep the Empire continue. In this period, especailly The Sultan and, other governors together with the intellectuals had tried hard to find solution for preventing states’fall. Abdulhamid II asked the governors and the intellectuals to prepare a report and share it with Abdurrahman Süreyya Efendi to be presented at Lisbon Congress. Abdurrahman Süreyya Efendi had gone to Portugal to attend the Lisbon Congress but since the cannellation of the Congress, he took a trip around Lisbon and wrote his observations through simple sentence structures in Turkish.
