Özet
Bu araştırmanın konusu, yerel yönetimlerde dijital hizmetlerin dönüşümünde kadının rolüdür. Bu çalışmadaki temel amaç ise, yerel yönetimlerden biri olan Niğde Belediyesindeki dijital hizmetin dönüşümünde kadının rolünü ortaya çıkarmaktır. Araştırmada, hizmetin dönüşümüyle birlikte kadının rolünü araştırmak, Niğde Belediyesi özelinde daha etkin ve güçlü dijitalleşmeyi sağlamak, e-hizmetin dönüşümünde kadının rolüne özgü önerileri geliştirmek ve aynı zamanda elde edilecek verilerin sonuçlandırılarak ülkemiz genelinde, yerel yönetimlerde bir farkındalık ve dönüşümün güçlendirilmesi adına yapılacak çalışmalara katkı sunmak hedeflenmektedir. Araştırmada nitel araştırma yöntemi kullanılmıştır. Araştırma, fenomenolojik desen tekniği ile tasarlanarak araştırmanın bulguları elde edilmiştir. Araştırmanın çalışma grubunu Niğde Belediyesi bünyesinde görev yapan 20 kadın oluşturmuş, bu kadın çalışanlarla birebir görüşmeler gerçekleştirilmiştir. Görüşmeler yapılandırılmış ve yarı yapılandırılmış görüşme formuyla oluşturulmuş, elde edilen verilerin analizinde betimsel analiz yöntemi kullanılmıştır. Bulgular sonucunda, Niğde Belediyesi bünyesinde iş gören kadınların dijital dönüşüme katkısı ve kendini geliştirmesi, ülkenin siyasal gerçekliği, kadınların geleneksel-modern konumları, eğitim durumu ve yeteneklerine bağlı olarak farklı veriler elde edilmiştir. Bu veriler tezimizde ayrıntılı olarak ele alınıp incelenmiştir.
The subject of this research is the role of women in the transformation of digital services in local governments. The main purpose of this study is to reveal the role of women in the transformation of digital service in Niğde Municipality, one of the local governments. In the research, to investigate the role of women with the transformation of the service, to ensure more effective and powerful digitalization in Niğde Municipality, to develop suggestions specific to the role of women in the transformation of e-service, and to contribute to the studies to be done in order to strengthen awareness and transformation in local governments throughout our country by finalizing the data to be obtained. Is targeted. Qualitative research method was used in the research. The research was designed with the phenomenological pattern technique and the findings of the research were obtained. The study group of the research consisted of 20 women working within the Niğde Municipality, and one-on-one interviews were conducted with these women employees. The interviews were formed with structured and semi-structured interview forms, and descriptive analysis method was used in the analysis of the data obtained. As a result of the findings, different data were obtained depending on the contribution of women working in the municipality of Niğde to digital transformation and self-development, the political reality of the country, traditional-modern positions of women, educational status and abilities. These data are discussed and analyzed in detail in our thesis.
