Özet
1961 Anayasası'nda çift meclis sistemi ile oluşturulan yasama organı TBMM; Millet Meclisi ve Cumhuriyet Senatosu olarak iki kanatta çalışmalarını sürdürmüştür. Denetleme görevi yapması amacıyla oluşturulan Cumhuriyet Senatosu 19 yıl boyunca çalışmalarına devam etmiştir. Cumhuriyet Senatosunun üyeleri günümüz tek sistemli meclisindeki gibi sadece halk tarafından seçilen üyelerden oluşmamaktadır. Bu Meclis; Tabii Üyeler, Cumhurbaşkanınca Seçilen Üyeler ve Genel Oyla Seçilen Üyeler olmak üzere üç üye grubundan oluşmaktadır. 1961-1980 yılları arasında toplam 26 Tabii Üye, 60 Kontenjan Üyesi, 412 Genel Oyla Seçilen Üye senatör görev yapmıştır. Kocaeli senatörlerinin tamamı genel oyla seçilen dört senatörden oluşmaktadır. A, B, C seçim grupları arasında B Grubu seçim bölgesinde yer alan Kocaeli her yasama yılında 2 senatörle temsil edilmiştir. Kocaeli senatörlerinin faaliyetlerinin incelendiği bu tez çalışmamda yerelden çok Türkiye geneli faaliyetler üzerinde durulduğu görülmüştür. 27 Mayıs İhtilali sonrası ülkede baş gösteren başta siyasi bunalımlar olmak üzere, toplumsal, sosyal, ekonomik, iç ve dış sorunların yaşandığı 19 yıllık bu süreçte Kocaeli senatörü olarak Lütfü Tokoğlu, Fatma Hikmet İşmen, Abdullah Köseoğlu ve Rifat Özdeş çeşitli konularda görüş bildirmiş ve faaliyetlerde bulunmuştur.
The Turkish Grand National Assembly, created with the double chamber system in the 1961 Constitution, continued its work in two wings: the National Assembly and the Senate of the Republic. The Senate of the Republic, established to perform supervisory duties, continued its work for 19 years. The members of the Senate of the Republic do not consist only of members elected by the public, as in today's single-system parliament. This Assembly consists of three groups of members: Natural members, Members Elected by the President, and Members Elected by General Vote. Between 1961 and 1980, a total of 26 Natural Members, 60 Quota Members and 412 senators elected by universal vote served. All Kocaeli senators consist of four senators elected by universal suffrage. Kocaeli, located in the Group B constituency among the A, B, and C election groups, was represented by two senators each legislative year. In this thesis study, where the activities of Kocaeli Senators were examined, it was seen that the emphasis was on Turkey-wide activities rather than local ones. As the senator of Kocaeli during this 19-year period in which social, economic, internal, and external problems were experienced, especially the political crises that broke out in the country with the May 27 Revolution, Lütfü Tokoğlu, Fatma Hikmet İşmen, Abdullah Köseoğlu and Rifat Özdeş expressed their opinions on various issues and participated in the activities.
