Özet
Nüfus hareketlerinin yoğunluğu nedeni ile ortaya çıkan hızlı kentleşme, konuta olan talebin artmasına neden olmaktadır. Kentsel alanlarda bu talebi karşılayabilecek sayıda konutun olmaması ya da konut fiyatlarının talep edenlerin maddi olanaklarını zorlaması, ruhsatsız konut üretiminin artmasının en başta gelen nedenidir. Oysa ruhsatsız konut üretimi, beraberinde pek çok problemleri de getirmektedir. Her ne kadar, izinsiz yapılaşma kent planlarını işlevsiz kılsa da asıl tehlike bu alanlarda yaşayanlar içindir. Hiçbir kontrole tabi tutulmadan yapılan konutlar, sel baskınları, yangınlar daha da önemlisi deprem gibi felaketler karşısında sosyal maliyetin çok daha ağır olmasına yol açmaktadır. Bu çalışmada, konut politikaların uygulanmasında önemli görevler üstlenen yerel yönetimlerin konut politikalarındaki rolü incelenmektedir.
The rapid urbanization caused by the fast movements in the population increase the demand for housing. However, the insufficient supply of houses in the cites or the higher prices for houses are the main reasons for the housing without permission. It creates many problem mainly for the people who live in these houses. Besides this type of housing has many negative consequences, which makes the city planning out of function, the main danger are for the people who live in these areas. It is clear that the cost of cases such as flood, fire, and earthquake would be much higher for the community. That is why the application of an effective housing policy that also includes the previously constructed housing areas without permission is an important necessity. This study investigates the role of local administrations, which undertake an important role in the application, of housing polices.
