Özet
Bu çalısmada, ç Güvenlik hizmetleri baglamında, kent dısı alanlarda güvenlik hizmetlerinin yürütülmesi ile Jandarma Teskilatının tarihi ve simdiki yapısı, isleyiste karsılasan sorunlar ve Avrupa Birligi ülkelerinde iç güvenlik hizmetlerinin mukayesesi yapılmaya çalısılmıs, mevzuatta ve uygulamada ortaya çıkan bu sorunlara karsı çözüm önerilerine yer verilmistir. Çalısma güncel veriler ısıgında degerlendirilmis ve anlamlı bir bütünlük elde edilmeye ugrasılmıstır. Bu eser gözlem ve kaynak arastırmasına dayalı teorik bir çalısmadır. The purpose of this study is to investigate the administration of security services in rural areas together with historical and current structure of Gendarmerie Organization, difficulties and problems encountured in the practice regarding the domestic security services in the Republic of Turkey. Furthermore, recommendations towards solving problems appearing in the written regulations and their applications are presented. In this context, comparisons with respect to domestic security services in the European Union (EU) countries are made. All of the works in this study are compared and contrasted with the most current data available and, in this way, a meaningful wholness is sought throughout the study. This work is a theoretical study utilizing (personel) observations and archival research. Key Words: Gendarmerie, Security
