Özet
Bu tezde bürokratik yapı incelenerek organize suç örgütleri ile ilişkisi ortaya konulmakta ve demokratik toplumun bu ilişki üzerinde oluşturacağı etki teorik çerçevede ele alınmaktadır. Organize suç örgütlerinin, idari ve siyasi yapıdan kaynaklanan eksiklikleri nasıl çıkarlarına kullandıklarını ve buna sebep olan bürokrasinin yapısal eksikliklerini ortaya koymayı amaçlayan bu çalışma, söz konusu sorunun çözümüne yönelik olarak ise demokrasinin derinleştirilerek sivil toplumun yönetime katılımının sağlanmasını önermektedir. Demokrasiyi içselleştirmiş vatandaşların nitelik ve nicelik olarak artması ile yaşam alanını kaybeden organize suç örgütleri azalacaktır.
This thesis examines bureaucratic structure, displays its relations with these criminal organizations, and also explores the effects that the democratic society will have on that relationship in a theoretical framework. This study, which aims to display how criminal organizations use the deficiencies derived from administrative and political structure in favor of themselves, suggests the deepining of democracy with the participation of civil society to the administration as a solution to the problem. Criminal organizations, losing its living space, will decline by rising quality and quantity of citizens who internalize democracy.
