Özet
Türkiye'nin Avrupa Birliği'ne girme çabalarının arttığı ve demokrasinin yerleşmesi yönünde köklü reformlara girişildiği bu dönemde, geleneksel olarak geçerli olan polis sisteminin de bunlarla uyumlu olacak şekilde reforma tabi tutulması, atılacak demokratikleşme adımlarının başarıya ulaşması bakımından hayati öneme sahiptir. Devletin temel görevlerinden biri olarak kabul edilen güvenlik hizmetleri toplum yaşantısı için vazgeçilmez bir zorunluluktur.Bu tez kapsamında, Avrupa Birliği'ne girme gayreti içerisinde bulunan Türkiye'nin yaşamakta olduğu hızlı değişim içerisinde önemi her geçen gün giderek artan Türk Polis Teşkilatı'nın halkla ilişkiler noktasındaki durumu incelenmeye çalışılmıştır.Polis-Halk ilişkileri, polis ile halk arasındaki iletişimin kalitesini, aksaklıklarını ve nasıl olması gerektiğini ifade eden geniş bir kavramdır. Polisin halkla olan ilişkileri, polisliğin geçirmiş olduğu deneyim ve değişik zaman dilimleriyle yakından ilgilidir. Bu noktadan bakıldığında çalışmanın ana konusunu, ?polis halk ilişkilerinin dönemsel özellikleri ile polisin deneyimleri oluşturmaktadır? denilebilir.Polis halk ilişkileri kavramı, dünya polislik literatüründe çok sık rastlanılmayan bir terimdir. 1970'lerin sonlarına doğru, suçla mücadelede toplumun yadsınamaz rolü anlaşılmış ve toplum destekli polislik, hem polislik konusunu çalışan bilim adamlarında hem de polislerin bizzat kendilerinde bir gereklilik olarak hissedilmiştir. Bu çerçeveden bakıldığında, ülkemizde polis halk ilişkileri olarak adlandırılan kavram, diğer ülkelerde Toplum Destekli Polislik,Problem Odaklı Polislik gibi kavramlarla ifade edilir olmuştur. Bu nedenle çalışmada, polis halk ilişkilerle ilintili olan toplum destekli polislik, polis-halkla ilişkilerin somutlaşmış olması yönüyle ele alınmış olacaktır.Çalışma genel olarak üç bölümden oluşmaktadır. Birinci bölümde; Avrupa Birliği'nin genel yapısı, işleyişi, mekanizmaları ve organlarına değinilecek ayrıca Avrupa Birliği Kriterleri doğrultusunda yapılan değişiklikler ve Polis Teşkilatına etkileri irdelenecektir.İkinci bölümde Halkla İlişkiler kavramı ve tarihçesi ve Polis-Halk İlişkilerinin yapısı incelenmeye çalışılacaktır. Bu noktadan hareketle, Türk Polisinin halkla ilişkiler noktasında ne konumda olduğu, ülkemizde polis-halk ilişkisinin gelişimi ve şu an içinde bulunduğu dönem irdelenmeye çalışılacaktır.Avrupa Birliği ülkelerinin polisi ile karşılaştırıldığında ne aşamada olduğu incelenmeye çalışılacaktırÜçüncü ve son bölümde ise halkla ilişkiler yöntemi olarak toplum destekli polislik; polis-halk ilişkilerinden duyulan halk memnuniyetinin ve polisin uygulamalarına duyulan güvenin bir başka adıdır. Polisin, halkla iyi ilişkiler kurabilmek ve polis hizmetlerinden duyulan memnuniyeti artırabilmek için ne tür faaliyetler gerçekleştirdiği incelenmeye çalışılacaktır.
Since last decade, Turkey has been consistently renovating and reforming itself in every field including its democracy. Consistent this ongoing change, Turkish National Police is also renewing itself by migrating from traditional policing to more contemporary policing approaches, such as community policing. Since police organizations are the faces of governments, the way of security services done by the police has a vital importance in the community. Given the nature of these rapid change/reforms in Turkey, this study attempts to analyze current position of Turkish National Police in terms of its public relations.The term of police-public relations has a broad meaning that emphasize the quality of communication between public and the police, problematic aspects of police-public relations, and the desired policing that satisfy the public. In the history of policing, police-public relations slowly improved. In this context, police-public relations are closely related to evolutionary phases of policing. For this reason, briefly exploring the history of Turkish National Police can give a cue about how public-police relations evolve in Turkey over time.The concept of police-public relations is rarely used in the United States and the world literature. Toward the late of 1970s, it was understood that crime control cannot be managed unless gaining the support of the community. Hence, community policing has rapidly risen both in the United States and the Europe to stress community?s role in controlling crime. In addition, many contemporary policing agencies have adopted community policing to increase their legitimacy in the eye of community that they serve. In this context, we cannot directly see police-public relations concept in the literature. Rather, community policing is used to highlightthe importance of police-public relations because community policing inherently ensure good police and public relations. For this reason, we will use community policing and police-public relations interchangeably in the study.This study is comprised of three chapters. In the first chapter, the general structure, mechanism, and the organs of the European Union (EU) will be discussed. Then, how adaptation process to the EU has affected/changed Turkish National Police will be explored.In the second chapter, the concept of police-public relations and the history of Turkish National Police in terms of its police-public relations will be discussed. In this way, the evolutionary phases of police-public relations of Turkey can be followed before and after the implementation of EU adaptations.In the last chapter, community policing will be explored as a proxy concept of police-public relations. In general, the implementation of community policing increases public satisfaction. In this vein, community policing has a similar meaning with police-public relations. After detailing the principles of community policing, the applications of Turkish National Police will be compared with the principles of community policing. In this way, we can discuss the current position of Turkish National Police and offer a roadmap for better police-public relations.
