Özet
Bu çalışmamızda, XVI. Yüzyılın ortalarından itibaren Osmanlı ülkesinin çeşitli bölgelerinde yaygın bir şekilde görülmeye başlayan ve daha sonraki yüzyıllarda da aralıklarla devam eden, özellikle Anadolu topraklarında yoğunlaşan isyan ve eşkıyalık hareketleri karşısında alınan çeşitli tedbirler konu edilecektir. Bu tedbirlerden bir kısmı devleti yönetenlerin bilinçli olarak, doğrudan isyan ve eşkıyalık karşısında aldıkları tedbirler olup, dolaylı yollardan bu hadiselerin önlenmesinde faydası olan çeşitli uygulamalar da konumuz çerçevesinde ele alınmıştır. Uygulanan veya uygulanması düşünülen bazı önlemler sınıflandırılırken; devleti yönetenler tarafından, merkezi idareye ve taşraya ait olmak üzere ele alınan tedbirler ile halkın taşrada idarecilerle beraber tasarladıkları çeşitli pratik çözüm yolları incelenmiştir. Bu iki ana hat üzerinde alt başlıklar kullanılarak konu detaylandırılmıştır.
The measures which had been taken against the rebellion and banditry events in a various regions of the Ottoman country will be the main aim of this study. It is known that banditry and rebellion had been the major issue in the Ottoman Empire specifically in the Anatolian region since the middle of XVI century. Some of the measures had been taken directly against the rebellion and banditry by the the state governers on purpose.Besides that various applications which had been indirectly beneficial in the prevention of these events were also discussed in the framework of the subject. In classifying some of the measures had been implemented or had been considered to implement; the measures had belonged to the central administration and the provincies had been handled and the various practical solutions had been made up together with the natives and the administrators. These were examined and elobarated by using the sub-titles on these two main streams.
