dc.description.abstractOsmanlı Devleti'nde görev yapan memurların hayatlarına dair her türlü bilgilerin kaydolunmasına Sicill-i Ahval, bu bilgilerin yazıldığı defterlere Sicill-i Ahval Defterleri denir.Bu defterlerin saklandığı merciiye ise Sicill-i Ahval Komisyonu denir.Özellikle II.Abdülhamit ve sonrası önemi artan bu defterlerde görev yapmış memurlara dair hemen hemen bütün bilgilere ulaşmamız mümkündür. Başbakanlık Osmanlı Arşivi'nde tutulan ve özellikle 1879 ve 1909 yılları arasına ait 201 defterde; memurların nerede ve ne zaman doğdukları, babasının ünvanı eğer memur ise rütbesi, memurların eğitim hayatı, bildikleri dilleri, göreve başlarken ne kadar maaş aldıkları ve görev süresi boyunca maaş miktarları, istihdam alanları, görev boyunca kendilerine verilen ödül ve cezaları, gayrimüslim ise milliyeti gibi pek çok bilgiye ulaşmak mümkündür. Ürgüp'te görev yapmış ve tarih sahnesinde bir şekilde yer almış devlet memurlarının hal tercümelerini araştırırken doğal güzellikleriyle dikkat çeken bu bölgeyi genel bir çerçevede ele aldığımızda siyasi ve idari yapısı hatta nüfus oranlarına dair pek çok bilgiye ulaşmak mümkündür. Ayrıca Osmanlı Tarihi'nde bürokrasinin devlet içerisindeki gelişim evrelerine baktığımızda Tanzimat'tan Cumhuriyet'e kadar uzanan bir serüven olduğu yapılan araştırmalarda mevcuttur.Yapılan bu tez çalışmasında bürokrasinin gelişiminden Sicill-i Ahval kavramına kadar ve en son Ürgüp'te görev yapmış devlet memurları dahil olmak üzere detaylı bilgiler verilmiştir.
dc.description.abstractThe registration of all kinds of information about the lives of civil servants serving in the Ottoman Empire is called Sicill-I Ahval, and the notebooks in which this information is written are called Sicill-I Ahval notebooks.The authority where these books are stored is called the Sicill-i Ahval Commission.Especially II.It is possible to reach almost all the information about the officers who served in these books, which have increased in importance after Abdulhamid. 201 notebooks kept in the Ottoman archive of the prime ministry, especially between 1879 and 1909; officers where and when born, his father's title if the rank of the officer, the officers, training of the life, languages they know, the task and the task how much they are paid salary for the duration of getting started with amounts, employment areas, task themselves throughout the prizes and penalties for non-Muslim it is possible to get many information such as nationality. When we look at this region, which is noted for its natural beauty, it is possible to get a lot of information about its political and administrative structure and even population ratios when we look at the state translations of the civil servants who served in Ürgüp and took part in the historical scene in a way. Moreover, when we look at the development stages of bureaucracy in the state in Ottoman history, it is a journey from Tanzimat to the Republic.In this thesis, detailed information is given from the development of bureaucracy to the concept of Sicill-I Ahval, including the most recent civil servants who served in Ürgüp.
