Özet
Basel Komitesi tarafından 1988 yılında yayınlanan ilk sermaye yeterliliği kavramı, G-10 ülkelerinde bulunan ve uluslararası alanda faaliyet gösteren bankalar arasında ortak bir standart oluşturmayı amaçlamıştır. Uygulama aşamasında 100 den fazla ülkenin katılımı büyük etki yaratmıştır. Ancak, Basel I düzenlemeleri piyasaların gelişip karmaşıklaşması sürecinde yetersiz kalmaya başlamıştır. Bu sebeple Basel Komitesi tarafından 2004 yılında Basel II Düzenlemeleri yayınlanmıştır. Basel II düzenlemeleri, bankalarda etkin risk yönetimi ve piyasa disiplininin geliştirilmesi, sermaye yeterliliği ölçümlerinin etkinliğini arttırılması yoluyla daha sağlıklı bir bankacılık sisteminin oluşturulması ve finansal istikrara katkısıyla önemli bir fırsat şeklinde değerlendirilmektedir.Diğer yandan Türkiye'de Bankacılık Denetleme ve Düzenleme Kurulu'nca (BDDK) Basel II Düzenlemelerine uyum konusunda önemli çalışmalar yapılmaktadır. Söz konusu sürecin başta bankacılık sektörü olmak üzere, ekonomi içinde payı oldukça yüksek olan Küçük ve Orta Büyüklükteki İşletmeleri etkilemesi beklenmektedir.Bu çalışmanın amacı Basel II Düzenlemelerinin KOBİ'ler üzerindeki etkilerini ve KOBİ' lerin yöneticilerinin Basel II Düzenlemelerine ilişkin algılarını ve karşılaşabilecekleri muhtemel problemleri tespit etmektir. Buna göre çalışmada ilk olarak Basel I ve Basel II Düzenlemeleri ile KOBİ' ler hakkında kavramsal ve kuramsal bilgiler verilmiştir. Çalışmanın uygulama bölümü ise İç Anadolu Bölgesinde faaliyet gösteren KOBİ' ler üzerinde gerçekleştirilmiştir. Uygulamada anket yöntemi kullanılmış ve veriler çeşitli istatistik teknikleri ile analiz edilmiştir Çalışmada çoğunlukla mikro ölçekli ve kurumsallaşmamış KOBİ'lerin, Basel II düzenlemeleri hakkında bilgisinin yeterli olmadığı sonucuna varılmıştır. Buna karşın mikro ölçekli KOBİ'lerin büyüme aşamalarıyla birlikte konu hakkında bilgisinin arttığı ve hazırlıklı olma eğiliminin güçlendiği tespit edilmiştir.Anahtar Kelimeler: Basel II, KOBİ, Basel II Etkileri.
The first capital sufficiency concept published in 1988 by Basel Committee aimed to establish a common standart among the banks in G-10 countries which serve in international areas. Participation of more than 100 countries had a great impact. However, Basel I arrangements started to be inadequate during the period of improvement and thus complexity. Because of this, Basel II arrangements was published in 2004 by Basel Committee. Basel II arrangements has been considered as an important opportunity in active risy management in banks and improvement of market discipline, with the method of increasing the capital sufficiency measurements activeness establishing a better banking system and contribution to the financial stability.On the other hand important studies have been made on Basel II arrangements by Banking Regulation and Supervision Agency in Turkey. It is expected that this period will effect small and medium sized enterprises which are very important in economy mainly in banking.The aim of this study is to determine the effects of Basel II arrangements on KOBIs (small and medium sized enterprises), the perception of KOBI managers on Basel II arrangements and possible problems they could encounter. According to this, firstly cognitive and theoretical information about Basel I and Basel II arrangements and KOBIs has been given in this study. Implementation part of the study has been done on KOBIs servicing in Middle Anatolia Region. Survet method has been used in the implementation and data has been analysed by various statstics techniques. It has been concluded in the study that micro sized and uninstitutionalized KOBIs haven't got enough information about Basel II arrangements. Nevertheless it has been stated that with the development period of micro sized KOBIs their information about the subject has been increased and their tendency to be prepared has gained strength.Key words: Basel II, KOBİ, Basel II Effects,
