| dc.description.abstract | Elinizdeki bu çalışma, Nisan 2017 referandumu ile Türkiye'de yönetim biçiminde yaşanan değişikliği siyasi partilerin yerel örgütleri açısından değerlendirmektedir. Niğde ilinde son genel seçimlerde ilk dört sırayı alan siyasi partilerin Niğde ilindeki temsilcileri ile yapılan görüşmeler ışığında, Cumhurbaşkanlığı Hükümet Sistemi'nin Niğde özelinde yerel siyasette ne gibi değişiklikler yarattığı konusu ele alınmaktadır. Bu çalışma, yeni hükümet sisteminin demokrasimizin gelişimi açısından irdelenmesini amaçladığı için, tezin birinci bölümünde demokrasi ve parti içi demokrasi kavramları detaylıca değerlendirilmiştir. Tezin ikinci bölümünde, yönetim biçimleri üzerinde durulmuş olup, Nisan 2017 referandumu öncesi ve referandum sürecinde Cumhurbaşkanlığı Hükümet Sistemi'nin Türkiye açısından değerlendirilmesi cihetine gidilmiştir. Çalışmanın üçüncü bölümünde, yarı yapılandırılmış mülakat yöntemi ile mülakata katılım sağlayan konuşmacılara sorulan sorular ile Cumhurbaşkanlığı Hükümet Sistemi'nin Niğde siyasetinde ne gibi etkileri olduğu hususları doğrudan birincil kaynaklar vasıtasıyla tespit edilmeye çalışılmıştır. Çalışmanın üçüncü bölümünde, yerel siyasette etkin olan mülakat katılımcılarının tüm olumlu ve olumsuz eleştirileri, belli alt başlıklara ayrılmış olup, bu alt başlıklar çerçevesinde katılımcıların görüşlerine yer verilmiş, yeri geldikçe ilgili görüşlere atıf yapılmıştır. Çalışmada mülakatlara katılan 14 katılımcının Cumhurbaşkanlığı Hükümet Sistemi hakkındaki düşünceleri, Niğde siyaseti açısından değerlendirilmiştir. Çalışmadan elde edilen veriler ışığında, Cumhurbaşkanlığı Hükümet Sistemi ile beraber yerel siyasette özellikle Niğde'de ciddi değişimler olduğu sonucuna ulaşılmıştır. Eldeki veriler, örgütsel ve partisel değişimlerden ziyade genel düzeyde sistem değişikliğinin yerel yönetimler ve karar alma mekanizmalarında negatif yönlü bir değişim olduğuna işaret etmektedir. Cumhurbaşkanlığı Hükümet Sistemi ile beraber toplum nezdinde kutuplaşmanın hat safhalara çıktığı iddialarına istinaden, bu çalışmada farklı görüşlere sahip mülakat katılımcılarının aynı konuda beyan ettiği farklı fikirler neticesinde eleştirilerin doğruluğunu da ayrıca gözler önüne serer niteliktedir. Bu çalışma, yeni hükümet sisteminin küçük şehirlerde bıraktığı etkilerin irdelenmesi ve ileride yerel siyaset konusunda akademik çalışma yapacak olan kimselerin Cumhurbaşkanlığı Hükümet Sistemi'nin de bir ana kriter olarak bu çalışmalarda özel bir başlık olarak değerlendirilmesinin zorunlu olduğuna dikkat çekmeyi amaçlamaktadır. | dc.description.abstract | This study evaluates the change in the form of government in Turkey with the April 2017 referendum from the point of view of local organizations of political parties. In the light of the interviews conducted with the representatives of the political parties that took the first four places in the last general elections in Niğde province, the issue of what changes the Presidential Government System has created in local politics in Niğde is discussed. Since this study aims to examine the new government system in terms of the development of our democracy, the concepts of democracy and intra-party democracy have been evaluated in detail in the first part of the thesis. In the second part of the thesis, the forms of government are focused on and the Presidential Government System is evaluated from the point of view of Turkey before the April 2017 referendum and during the referendum process. In the third part of the study, with the semi-structured interview method, the questions asked to the speakers participating in the interview and the effects of the Presidential Government System on Nigde politics were tried to be determined directly through primary sources. In the third part of the study, all positive and negative reviews of the interview participants active in local politics were divided into certain subheadings, the opinions of the participants were included within the framework of these subheadings, and relevant opinions were cited as appropriate. In the study, the opinions of 14 participants who participated in interviews about the Presidential Government System were evaluated in terms of Niğde politics. In the light of the data obtained from the study, it has been concluded that there are serious changes in local politics, especially in Nigde, along with the Presidential Government System. The available data indicate that the system change at the general level, rather than organizational and partisan changes, is a negative change in local governments and decision-making mechanisms. Referring to the claims that polarization in society along with the Presidential Government System has reached the line stages, this study also reveals the correctness of the criticisms as a result of the different ideas expressed by the interview participants with different views on the same subject. This study aims to examine the effects of the new government system in small cities and to draw attention to the fact that it is mandatory for those who will do academic work on local politics in the future to evaluate the Presidential Government System as a special title in these studies as a main criterion.
