Özet
Günümüzde demokrasinin kapsamı açısından bazı tartışmalar yoğunlaşmıştır. Bu tartışmalardan biri de demokrasinin evrensel değerlerinin, günümüzde önemli bir idari yapılanma olarak karşımıza çıkan yerel yönetimler düzeyinde nasıl uygulanabileceğine ilişkin tartışmalardır. Demokrasinin ilkelerinin yerel açıdan kullanımının faydalı yönleri olduğu bu tartışmalar neticesinde oluşan ortak kanaatlerdendir. Yerel demokrasinin gelişmesinin, yerel hizmetlerin nitelikli bir şekilde gerçekleştirilmesi sonucunu doğuracağı söylenilebilir. Bu doğrultuda yerel demokrasinin gerçekleştirilebilmesinde, yerel özerklik ilkesi önemli bir rol üstlenebilir. Sonuç olarak yerel yönetim hizmetlerinin daha verimli hale getirilebilmesi, yerel özerklik ve yerel demokrasi arasındaki güçlü bağı görmekle mümkün olacaktır. Bu açıdan, yerel yönetimlerin temel dayanakları olarak "özerklik" ve "demokrasi" ilkeleri ifade edilebilir ve Türkiye'de 2004 sonrası dönemde, bu ilkeler yerel yönetim reformlarıyla gerçekleştirilmeye çalışılmaktadır.
Nowadays, some discussions had increased about in terms of democracy comprehension. One of them is, how can that will carry out global values of democracy to local governments which are an important administrative structure. At the end of these discussions, the common opinion is using the principles of democracy in local sides have useful aspects. Besides of these, providing local democracy has strong contacts with local authority. The main subject of these can be that, local government services becomes most efficient with using these contacts. In this case, local autonomy can take a very important role in developing local democracy. At the end, becoming more efficient in presenting local government service can be possible with seeing the strong connect between local autonomy and local democracy. In this point of view, autonomy and democracy principles can be expressed the basic foundation of local government and these principles are trying to realize in local government reforms after 2004 period in Turkey. …
