Abstract
Verimlilik ve etkinlik Türk eğitim sisteminin temel sorunudur. Yetersiz olmakla birlikte, eğitimle ilgili maddi ve mali imkânların her geçen gün iyileştiğini söylemek yanlış olmayacaktır. Buna karşılık, eğitimin kalitesi / niteliği ise iyileşmemekte, hatta daha da kötüleşmektedir. Eğitim reformu gibi, eğitimin kronikleşmiş sorunlarını çözmek için ortaya atılan söylem ve politikalar, eğitimde verimlilik ve etkinlik araştırmalarından elde edilen verilere geliştirilmelidir. Fakat, Türkiye’de konu hakkında yapılmış kapsamlı ve yeterli araştırmalar maalesef bulunmamaktadır. Bu söylem ve politikaların gerçekleşmesi, eğitimde performans değerlemesi araştırmalarının yapılmasına bağlıdır. Çünkü, eğitimde hangi işlev ve faktörün ne ölçüde düzeltileceğine/değiştirileceğine doğru bir şekilde karar vermek, eğitimin başarılı-başarısız unsurlarını ve başarı-başarısızlık etkenlerini belirlemekle mümkün olabilir. Bu çalışmada, Türk eğitim sisteminin birinci sorunu olan verimsizlik ve etkinlik konusu eleştirel bir yaklaşımla analiz edilerek değerlendirilmektedir. Amaç ise, eğitim alanında verimlilik ve etkinlik çalışmalarının önemini ortaya koymaktır.
Productivity and efficiency are considered as the main problems of the Turkish education system. Although they are inadequate, it is not wrong to say that financial resources allocated to education have improved over time. However, the quality of education does not seem to be improving, even it is worsening. This is related to the fact that the arguments and policies introduced by education reform programs to solve the chronicle problems of education are not based on the findings of the empirical studies on productivity and efficiency. To achieve the targets set by these reforms and policies, the impact of policies on performance, productivity and efficiency needs to be carefully evaluated empirically. In this way, it will be possible to determine the factors that contribute significantly to achievements in education and to determine which improvements need to be undertaken to achieve efficient allocation of resources in education. In this study, the primary problem of the Turkish education system, which is the productivity and efficiency problem, is evaluated critically. The main aim of this study is to show the importance of productivity and efficiency studies in education.
