dc.description.abstractNATO'nun yalnızca askeri değil aynı zamanda ekonomik, sosyal ve siyasal işbirliğini de öngördüğü gerçeğinden hareketle, icra ettiği Barışı Destekleme Harekâtlarında, “Lojistik Sürdürülebilirlik” konusu yönetimin, özellikle planlama, uygulama ve kontrol fonksiyonlarının uygulanabilirliği açısından, ilgili harekâtın bekası için başlı başına bir problem sahası olma özelliğini hâlâ sürdürmektedir. Askeri harekâtların en büyük tahditlerini lojistik imkanlar belirler. Lojistiğin en önemli fonksiyon sahalarından olan “ikmal” konusu ise yiyecek maddelerinden mühimmata kadar her biri ayrı birer uzmanlık gerektiren çeşitlilik göstermektedir. Bunların en önemlilerinden birisi de akaryakıt ikmalidir. Nev'i ne olursa olsun her türlü askeri harekâtta akaryakıt ikmali çok önemli bir kuvvet çarpanıdır. Bu maksatla, çalışmanın amacı; NATO liderliğinde Afganistan'da yürütülen Barışı Destekleme Harekâtında, akaryakıt ikmalinin operasyon bölgesinde güvenli ve maliyet-etkin dağıtımının optimizasyonu olarak belirlenmiştir. Akaryakıt dağıtımının iyileştirilmesi ile ilgili karar probleminin çözümünde; NATO’nun mevcut ev sahibi veya komşu ülke imkânları çerçevesinde belirlediği 3PL firmasının dağıtım sistemindeki rota planı ile mevcut plan doğrultusunda toplam dağıtım maliyeti tespit edilip, aynı dağıtım sistemi ve firma değerleri esas alınarak “Tamsayılı Doğrusal Programlama Modeli” kurulmuş ve bu model Lindo 6.1 Programında çözdürülerek elde edilen sonuçta, modelle yapılan dağıtım maliyetinin, 3PL firması ile yapılan dağıtım maliyetine göre % 7,232 oranında daha tasarruflu ve maliyet etkin olduğunu tespit edilmiştir. Ayrıca çalışma ile, “Tamsayılı Doğrusal Programlama Modeli”nin, NATO gibi askeri oluşumların karar alma süreçlerinde de uygulama alanının olduğuna dikkat çekilerek bu model ile NATO’nun, dünyanın farklı coğrafyalarında icra ettiği diğer Operasyonlarda da benzer dağıtım maliyetlerini önceden tahmin edilebileceği ve hesaplayabileceği belirlenmiştir
dc.description.abstractNATO is not only a military but also an economic, social and political union. Within this frame, in the NATO-led conducted Peace Support Operations “Logistics Sustainability” is still a problematic area from the management perpective especially in the planning, implementing and controlling prosesses to last. Any kind of military operation is limited by the logistics capabilities. One of the most important functions of logistics is supply which may range from food to oil and each one requires different specialities. One of these special areas is fuel supply. Whatever the type of military operation is fuel supply is a force multiplier. In this concern the aim of the paper is; “the optimization of safe and costeffective fuel distribution in the Nato-led Peace Support Operation conducted in Afghanistan”. In the solving process of this decision making optimization problem; first, the route and the total distribution cost within this route for the 3PL company of the host nation or neighbouring countries was calculated. Then, within the same route and with the same need figures, same cost calculations was done with the suggested “Integer Lineer Programming” using Lindo 6.1 version and was found out that the model foresees % 7,232 more economic results. Besides this results, it was underlined that; “Integer Lineer Programming” can be used also in military decision making processes like NATO’s. Moreover, with this proposed distribution model, NATO will be able to forecast and calculate distribution costs of any operations anywhere in the World.
