Özet
İnsanlık yeryüzünde ortaya çıktığı ilk çağlardan bu yana, çeşitli doğal afetlerle karşı karşıya kalmıştır. Bu afetlerin bir kısmının ne zaman ortaya çıkacağını önceden bilebiliyoruz. Ancak büyük çoğunlu bilinememektedir. İnsanlığın bu afetlerle karşılaşmasında en önemli neden doğanın duran değil, aksine sürekli değişim ve dönüşüm halinde olmasıdır. Bu değişimlerin bir kısmını bugünkü teknolojik olanaklar sayesinde önceden tahmin edebiliyoruz. Çünkü bazıları, mevsimsel hava koşullarında olduğu gibi, normal bir döngüsel olaylar dizisidir.Önceden tahmin edilemeyen bir afetin ortaya çıkması ve olağanüstü bir nitelik taşıması hem insanlar hem de diğer canlılar için büyük tehlikelere yol açmaktadır. Doğanın bir parçası olarak yaşamını sürdüren insan, doğada beklenmedik bir anda ortaya çıkan bu değişimler karşısında çoğu zaman hazırlıksızdır. Kimiz zaman da afetin boyutunun büyük olması önceden yapılan hazırlıkları da boşa çıkarabilmektedir. Bugün bir çok ülke doğadaki yapısal değişim ve dönüşümler nedeniyle sık sık afetlere maruz kalmaktadır.Doğal afetlerin bilimsel olarak anlaşılır hale gelmesinden itibaren, afet sırasında can ve mal kaybını en aza indirmek için ülkelerin çeşitli örgütlenmelere gittikleri bilinmektedir. Bunun için hemen her ülkede riski en aza indirgemek için afet yönetim sistemleri kurulmuştur. Türkiye'de başta deprem olmak üzere çeşitli doğal afetlere sık sık maruz kalmaktadır. Bizde afetin büyüklüğüne göre farklı kademelerin katkısına dayalı hiyerarşik bir afet yönetim sistemi kurulmuştur. Bu çerçevede hem merkezde hem de taşrada afet yönetim sistemi oluşturulmuştur.Bu çalışmada Türkiye'de afet örgütlenmesi Niğde Örneği bağlamında ele alınmaktadır. Tezin ilk bölümde tezde anlatılan kavramların neyi ifade ettiğinin anlaşılabilmesi için afet kavramı ve afet türleri incelenmektedir. İkinci bölümde, Türkiye'de afet yönetimi ve örgütlenmesinin genel olarak bir görünüşü çıkarılmaya çalışılmıştır. Son üçüncü bölümde ise, öncelikle Niğde hakkında coğrafi bilgiler toplanarak Niğde'de olası afetlerin bir dökümü yapılmıştır. Daha sonra da olabilecek afetler konusunda Niğde İl Afet Yönetimi irdelenmiştir.Anahtar kelimler: Afet, Afet Türleri, Deprem, Doğal Afetler, Afet Yönetimi, Niğde.
Appeared on earth since the first ages of mankind, was faced with various natural disasters. We know when some of them will emerge. But we don't know most of natural disasters. Humanity to face these disasters. The most important reason about that: Nature in conversion. It's changeable. We can estimate some of changes through technological developments. Because some of them sequence of the normal cyclical events.The emergence of an unforeseen disaster is dangerous for humanity and animals. People unprepared for this kind of events. As well as If the disaster is grater, all of preparation goes to waste.Nowadays many countries due to changes in be exposed to disasters.Since the natural disaster to be understood, many countries did organisations for minimize loss of life and property. Therefore all countires established disaster management systems. In Turkey we're exposing some of natural disasters, mainly to the earthquake. In Turkey, all of systems established according to size of the disaster. In this context, disaster system created both the center and the provinces.In this work, the example of Niğde examined in the context of Turkey. In the first part of thesis, In order to understand concepts, natural disasters types and the concept of natural disaster were examined. In the second part, managing natural disasters in Turkey and organisations examined generally. In the last part of thesis, geographic information were collected for natural disasters expected to be.
