Eğitim sisteminde yenilik yönetimi: Kazakistan Milli Eğitim Sistemi örneği

Özet
Kazakistan'da eğitim standartları çerçevesinde belirlenen eğitim sonuçlarına ulaşılmasında yenilikçi yönetim uygulamalarının rolü ve öneminin tartışıldığı bu çalışma, eğitimde yenilikçi yönetim uygulamalarıyla ilgili sorunları tespit ederek, bu sorunlara çözüm önerileri sunmayı amaçlamaktadır. Kazakistan'da ve diğer ülkelerde eğitim standartlarının nasıl geliştirildiğine ait teorik bilgilerle desteklenen çalışmada, konuyla ilgili bilimsel konferanslar, anketler, diğer teorik çalışmalar, okul müfredatları, istatistiksel veriler, eğitim materyalleri, kişisel gözlemler ve röportajlardan da yararlanılmıştır. Kavramsal yaklaşımla, okul yönetimi ve milli eğitimin standartlaşması, öğretmenlerin inovasyon faaliyetleri konularında, yabancı ve Kazak araştırmacıların teorik ve pratik uygulamaları incelenmiştir. Kazakistan Cumhuriyeti Eğitim ve Bilim Bakanlığı'nın belirlemiş olduğu eğitim standartları çerçevesinde, eğitim sürecinin iyileştirilmesine yönelik olarak 207 Kazak öğretmen ve idareciye anket uygulanmış ve eğitim sürecinin organizasyonu hakkında çeşitli görüş ve tavsiyeler elde edilmiştir. Bu görüş ve tavsiyeler doğrultusunda ise çeşitli bulgulara ulaşılmıştır. Araştırma bulgularına göre ders planı ve kitabın, eğitim sürecinin organizasyonunda derslik ve program faktörlerinden daha öncelikli olduğu tespit edilmiştir. Yine organizasyonla ilgili olarak kurumla uyumlu bir ders planı geliştirmenin temelinin öncelikle eğitim yetkililerinin talimatlarına daha sonra ise devlet standartlarına bağlı olduğu belirlenmiştir. Ayrıca müfredat geliştirirken en çok dikkate alınan kaynağın ebeveyn tavsiyeleri olduğu ve eğitim standartlarını uygularken en çok kullanılan metodolojik destek kaynağının ise okul kütüphanesi olduğu sonuçlarına ulaşılmıştır. In this study, the role and importance of innovative management practices in achieving the educational results determined within the framework of education standards in Kazakhstan are discussed. This study aims to identify problems related to innovative management practices in education and to offer solutions to these problems. Scientific conferences, surveys, other theoretical studies, school curricula, statistical data, educational materials, personal observations and interviews were also used in the study, which was supported by theoretical information on how education standards were developed in Kazakhstan and other countries. With a conceptual approach, the theoretical and practical applications of foreign and Kazakh researchers on the subjects of school management and standardization of national education, teachers' innovation activities were examined. Within the framework of the education standards determined by the Ministry of Education and Science of the Republic of Kazakhstan, a questionnaire was applied to 207 Kazakh teachers and administrators to improve the education process, and various opinions and recommendations were obtained about the organization of the education process. In line with these opinions and recommendations, various findings were reached. According to the research findings, it has been determined that the lesson plan and the book are more important than the classroom and program factors in the organization of the educational process. It has also been determined that the basis of developing a lesson plan suitable for the institution in relation to the organization depends primarily on the instructions of the education authorities and then on the state standards. In line with these opinions and recommendations, various findings were reached. According to the research findings, it has been determined that the lesson plan and the book are more important than the classroom and program factors in the organization of the educational process. In addition, it has been determined that the basis for developing a lesson plan that is compatible with the institution regarding the organization depends first on the instructions of the education authorities and then on the state standards. It has been concluded that the source most taken into consideration when developing the curriculum is parent recommendations, and the most used source of methodological support when applying educational standards is the school library.
