dc.description.abstractKamu politikası, devletlerin devamlılığı gereği hükümetler tarafından vatandaşın hizmetine sunmak amacıyla yapılan faaliyetleri kapsamaktadır. Devletin oluşumundan günümüze kadar herkes, kendi amaçları doğrultusunda farklı yöntemler izleyerek bu faaliyetleri sağlamışlardır. Kamu politikaları, 21. Yüzyıl itibariyle gelişim göstermiş ve teorik olarak üzerinde çalışmalara yoğunlaşılmıştır. Kamu politikası kavramı bir oluşum aşamasıyla başlayıp değerlendirme aşamasıyla biten bir süreç yaşamaktadır. Bu sürecin içerisinde farklı organlardan oluşan birçok aktör bulunmaktadır. Devletlerin yönetim sistemlerine göre aktörler farklılık gösterebilmektedir. Bu çalışma, kamu politikası aktörlerinden birisi olan ve ülkemizde mevcut Cumhurbaşkanlığı Hükümet Sistemi ile oluşturulan Cumhurbaşkanlığı Politika Kurulları'nın, ABD'de bulunan Başkanın Yürütme Ofisleri ile karşılaştırmalı analiz yapılarak, kamu politikası sürecinde üstlendiği görev ve sorumluluklar ele almaktadır. Çalışma kapsamında, birinci bölümde kamu politikası kavramına ilişkin kavramsal bilgilendirme yapılmıştır. Kamu politikasının oluşum ve uygulama aşamalarının arasında geçen süreçten ve süreç içerisinde etkili aktörlerden, uygulama modellerinden bahsedilmiştir. İkinci bölümde hükümet sistemleri hakkında genel bir değerlendirme yapılarak, Türkiye özelinde geçmişten günümüze hükümet sistemleri geniş perspektifte ele alınmıştır. Cumhurbaşkanlığı Hükümet Sistemine ilişkin kapsamlı bilgi verilmiştir. Üçüncü bölümde, Cumhurbaşkanlığı Politika Kurullarına ve ABD Başkanın Yürütme Ofisleri hakkında bilgi verilmiştir. Kamu politikası sürecinde üstlendikleri görev ve sorumluluklar ele alınarak, yazın taraması analizleri yapılarak faaliyetlere ilişkin genel değerlendirme yapılmıştır.
dc.description.abstractPublic policy covers activities carried out by governments to serve the citizens in accordance with the continuity of the states. From the formation of the state until today, everyone has provided these activities by following different methods for their own purposes. Public policies have developed since the 21st century and theoretical studies mainly focused on these policies. The concept of public policy has a process that starts with a formation phase and ends with an evaluation stage. In this process, there are many actors consisting of different organs. Actors may differ according to the management systems of the states. This study investigates the comparisons of the duties and responsibilities of the Presidential Policy Councils, which are one of the public policy actors and formed by the current presidential government system in Turkey, with the Executive Offices of the President located in the United States. Within the scope of the study, conceptual information on the concept of public policy was discussed in the first chapter. The process between the formation and implementation stages of public policy and the effective actors and implementation models in the process were analyzed. In the second chapter, a general evaluation of government systems is conducted and the government systems from past to present in Turkey are taken into consideration in a broad perspective. Extensive information on the Presidential System of Government is provided. The third chapter provides information on Presidential Policy Councils and the Executive Offices of the president of the United States. The duties and responsibilities of these councils in the public policy process were taken into consideration and the general evaluation of the activities was carried out by reviewing the literature.
