Özet
Temsili demokrasinin yerini katılımcı demokrasiye bıraktığı günümüzde kent konseyleri, hemşehrilerin aktif olarak yönetim sürecine katılabilmeleri açısından büyük önem taşımaktadırlar. Bu çalışma ile yerel yönetişim ilkeleri doğrultusunda katılımcı demokrasi açısından kent konseylerinin konumunu tespit etmek amaçlanmıştır. Bu amaçla, Afyonkarahisar Kent Konseyi ekseninde yapılan çalışmada, Kent Konseyi Başkanlığından talep edilen, faaliyet raporlarından araştırılan, konseyin resmi web sitesinde yer alan ve görüşme tekniği ile elde edilen veriler, betimsel yöntemle analiz edilerek yorumlanmıştır. Çalışma sonucunda Afyonkarahisar Kent Konseyinin, kent konseylerine atfedilen çoğu görevi yerine getirdikleri görülmüştür. Ancak paydaş katılımların daha etkin bir şekilde rol almasının, belirli çalışma grupları ve meclislerin çalışmalarından ziyade tüm çalışma gruplarının ve meclislerin yönetim ilkeleri çerçevesinde çalışma yapmalarının sağlanmasının gerekliliği tespit edilmiştir.
In today's world where representative democracy has been replaced by participatory democracy, city councils are of great importance for the citizens to actively participate in the governance process. This study aims to determine the position of city councils in terms of participatory democracy in line with local governance principles. For this purpose, in the study carried out in the axis of Afyonkarahisar City Council, the data requested from the Presidency of the City Council, which is on the official website of the council and obtained through the interview technique, has been interpreted and analyzed by descriptive method. As a result of the study, it was seen that Afyonkarahisar City Council fulfilled most of the duties attributed to city councils. However, it has been determined that stakeholder engagement should take a more effective role and ensure that all working groups and assemblies work within the framework of the management principles rather than the work of certain working groups and assemblies.
