Özet
Küreselleşme çağı denilen günümüzde sivil toplum örgütleri topluıpları yönlendiren, çalıştıran emel faktör olarak düşünülmektedir. Neo liberal politikalar ile sivil toplum ya da hükümet dışı organizasyonlar daha fazla önem kazanmaya başlamıştır. Dünyadaki bu gelişmeden doğal olarak Türkiye de etkilenmiştir. Fakat Türkiye'de sivil toplum kuruluşları (STK) gelişmiş ve sanayileşmiş toplumlardaki etkinlik düzeyine sahip değildir. Gelişmiş toplumlarda STK'lar toplumda itici güç olarak önemli bir role sahiptir. Türkiye'de, STK'ların yapısının ya zayıf ya da dış ilişkiler sistemine bağımlı olması gerçeğinden dolayı, durumun bu şekilde olduğu söylenemez. Türkiye'de dünyadaki STK algısına uygun olan STK'lar, TEMA, TUSİAD ve MUSIAD gibi bir iki tane çevre örgütü ve bir iki tane iş adamı derneğinden ibarettir. Bunların dışındakiler güçsüz fi nan sal yapıya sahiptir. Bu sebeple bu geriye kalan STK'lar dışarıdan kolaylıkla yönlen-dirilebilmektedirler. Vakit geçirilmeden Türkiye'de de gücü bağımsızlığında olan STK'ların yaygınlaştırılması ile ilgili teşvik ve yönlendirmeler yapılmalıdır. Günümüzün gerçekten sivil toplum çağı olması olgusundan dolayı gerçeklere kayıtsız kalınmaması gerekmektedir.
It is thought that non governmental organizations can be regarded as the basic element that forms the societies in the era of so-called globalization today. Civil society or non governmental organizations has mostly started to come into prominence with neo liberal politics. Turkey has also been affected from this situation in the world. But civil society organizations (CSOs) have not been effective than improved and industrialized societies. CSO in developed societies has been important role as driving force in society. It cannot said that situation would be like this in Turkey due to the fact that the structure of CSOs either weak or dependent of foreign affairs. NGOs which are suitable for the perception of NGOs in the world has been composed of a few ecology organizations and a few businessman societies such as TEMA, TUSIAD The ones apart from these have financial difficulties. For this reason these NGOs can be guided by external forces easily. It is a must that those NGOs would be powered for the independence of its functions in Turkey. It is necessary to consider the fact that the period that we are in is the era of NGOs therefore; a serious consideration must be taken as measure.
