Özet
Saglık sektöründe son zamanlarda topluma yönelik önemli gelismeler olmasa bile, aile hekimligi sistemi çalısmaları, saglıkta tek çatı sistemi gibi yasal ve yönetimsel düzenlemeler güncelligini ve önemini sürdürmektedir. Ayrıca Avrupa birligine giris süreci saglık sektöründe de gelisme ve iyilestirmelerin sürekliligini gerektirmektedir. Bu çalısma Türkiye'nin, Avrupa Birligine uyum sürecinde saglık sektöründe yapılan reform çalısmalarının yeterlilik düzeyini, yapılan uyumlastırma çalısmalarına saglık personelinin bakıs açısını vurgulamak amacıyla yapılmıstır. Çalısmanın hazırlanmasında Saglık Bakanlıgı Avrupa Birligi Koordinasyon Daire Baskanlıgı'nda bulunan literatür agırlıklı olmak üzere ilgili kaynaklardan yararlanılmıs ve seçilen hastane ve saglık ocaklarında uygulamalı bir arastırma gerçeklestirilmistir. Arastırmanın bulgularında, saglık kuruluslarının ve personel sayısının arttırılması, saglıkta tek çatı uygulaması, bilgisayarlı sisteme geçilmesi, aile hekimligi ve personele döner sermaye verilmesi gibi uygulamaların olumlu karsılandıgı belirlenmistir. Çalısmanın sonunda, Saglık Sektörünün finansman yetersizliginin çözülmesi, kaynak istihdamının etkin kullanılması, saglık personelinin dengeli dagılımı, kurumlar arası koordinasyon ve isbirliginin saglanması ile basarılı bir uyumlastırma saglanacagı önerilmektedir. Recently, continued actuality and importance of leganity and administrative reorganizations in the health sector. Otherwise, process of admission with European Union require continuity of development and amendments also in the health sector. This study was conducted to evaluate the adequacy of the reform efforts carried out in the health sector within the process of harmonization with European Union, and to emphasize the view of health personnel to the harmonization actions. The sources similar to this study were examined and a survey was applied to the personnel selected by sampling in hospitals and health houses in order to provide validity and clarity to the study. In the findings of the study, it was determined that implementations such as increase in health institutions and number of personnel, one frame structure in health, transition to computerized systems, family practice and allocation of share from circulating capital to staff were seen as affirmative. Despite Turkey has taken important steps in the process of full membership to EU, a national health policy could not be formed yet. At the end of the study it was concluded that by solving the financial insufficiency of the health sector, efficient utilization of resource alloctions, and provision of coordination and collaboration between institutions, a successful harmonizastion will be achieved.
