Özet
Küreselleşmenin hız kazandığı 21. yüzyılda bilgi ve iletişim teknolojisi de hızla gelişmektedir. İnsan hayatını kolaylaştıran, yeni fırsatlar yaratan bu gelişmeler aynı zamanda kendi tehdidini de yaratarak çağımızın en büyük problemi ve korkusu olan siber terörizmi doğurmuştur. Çalışmada siber terörizm kavramına bir açıklık getirilerek hangi eylemler siber terörizm sayılır ve siber terörizm uluslararası suç teşkil ediyor mu sorularına cevap aranacaktır. Ayrıca yaşanan örnekler üzerinde durularak siber terörizm ciddi bir tehdit arz ediyor mu? Ciddi bir tehdit oluşturuyorsa bu tehdit düzeyinin potansiyeli, etki alanı, çeşitleri veya bu saldırıları gerçekleştirecek yetenekte aktörlerin var olup olmadığı keşfedilerek siber eylemleri önleyebilmek için ulusal ve uluslararası arenada ne gibi önlemler alındığını ortaya koyarak mevcut anlayışımızı geliştirmeyi amaçlamaktadır. Bu kapsamda, siber terörizmin daha net bir şekilde anlaşılabilmesi için küreselleşme ve terörizm kavramları hareket noktası olarak kabul edilerek detaylı şekilde irdelenmiştir. Çalışmada ulusal ve uluslararası literatür kaynakları taranmıştır. Böylelikle siyaset bilimi ve uluslararası ilişkiler bilim dallarındaki dergi, bilimsel makale, rapor, kitap ve web kaynakları incelenerek konu hakkındaki çalışmalar derlenmiştir. Bu bakımdan tarihi ve betimsel araştırma yöntemlerine başvurularak geçmişte yaşanan süreçler ve sorunlar arasındaki ilişkileri ortaya çıkarmak amaçlanmıştır. Çalışmada konular parça bütün ilişkisi içinde iki bölüm halinde örneklendirme ve karşılaştırma yöntemleriyle ele alınmıştır.
In the 21st century where globalization is gaining speed, information and communication technology is also developing rapidly. These developments, which facilitate human life and create new opportunities, also create their own threat and have created cyber terrorism, which is the biggest problem and fear of our age. In the study, the concept of cyber terrorism will be clarified and answers will be sought to the questions of which actions are considered cyber terrorism and whether cyber terrorism constitutes an international crime. Also, does cyber terrorism pose a serious threat by focusing on the examples? If it poses a serious threat, it aims to improve our current understanding by revealing what measures are taken in the national and international arena to prevent cyber actions by discovering the potential, impact, types of this threat level or whether there are actors capable of carrying out these attacks. In this context, in order to understand cyber terrorism more clearly, the concepts of globalization and terrorism have been considered as the starting point and examined in detail. National and international literature sources were scanned in the study. Thus, studies on the subject were compiled by examining journals, scientific articles, reports, books and web resources in the disciplines of political science and international relations. In this respect, it is aimed to reveal the relationships between the processes and problems experienced in the past by using historical and descriptive research methods. In the study, the subjects were handled in two parts in the relationship of the piece to the whole by using sampling and comparison methods.
