Özet
Bu araştırma ile ceza infaz kurumlarında tutuklu ve hükümlülere verilen eğitim-öğretimin durumunu ortaya çıkarmak, bu amaçla ilgili infaz kurumunun "Eğitim Birimi" ve "Psiko-Sosyal Servisi"nin imkânlarını ve işlevselliğini tespit etmek, yapılan mesleki eğitim programlarının hükümlü ve tutuklular üzerindeki etkisini ortaya çıkarmak amaçlanmıştır. Araştırmada tarama modeli kullanılmıştır. Ayrıca "hükümlü-tutuklu" ve "öğretmenler" için değerlendirme anketi 2016 yılında Osmaniye 2 Nolu T Tipi Kapalı Ceza İnfaz Kurumu'nda 200 hükümlü-tutuklu ve eğitim servisinde görevli 9 personel ve öğretmenlere uygulanmıştır. Anket yoluyla elde edilen veriler, tanımlanmış SPSS programına yüklenmiştir. Bu veriler araştırmanın alt problemlerine göre analiz edilmiştir. Verilerin analizinde istatistiksel teknik olarak frekans analizi, yüzde tanımlayıcı istatistikler ve ki-kare analizi ile incelenmiştir. Araştırmada hükümlü ve tutukluların vermiş olduğu yanıtlar sonucunda; hükümlü ve tutukluların yaş ortalamasının 26-34 yaş aralığında olduğu, eğitim seviyelerin ilköğretim düzeyinde olduğu, gelir düzeyinin düşük olduğu, eğitimlere katılma sebeplerindeki önceliği kendi istekleri olduğu, iş-meslek kurslarına katılanların büyük bir kısmı daha önce bir işte çalıştıkları, yapılan eğitimleri faydalı buldukları, sertifika ve meslek sahibi olmak için kurslara katıldıklarını ve genellikle eğitimde kullanılan materyallerin kaynak kitap olduğu belirlenmiştir. Ceza infaz kurumunda görevli öğretmenlere göre ise; iş-meslek eğitim programlarını genellikle Halk Eğitim Merkezi'nden temin ettikleri, eğitimler sonunda değerlendirme olarak gözlem ve proje değerlendirme yöntemini tercih etikleri anlaşılmıştır. Araştırma bulguları ışığında çeşitli öneriler sunulmuştur.
With this study, it is aimed to reveal the status of Education and training given to sentenced persons and detainees in penal institutions, for this purpose to determine the possibilities and functionality of the related execution institution's "Education Unit" and "Psycho - Social Service", and to reveal the effect on convicts and detainees of vocational training programs. The scanning model was used in the research.Furthermore, the evaluation questionnaire for "convicted-detainee" and "teachers" was carried out 200 convicts-detainee and 9 staff and teachers in educational service in Osmaniye No. 2 T-Type Closed Penal Institution in 2016. The data obtained through questionnaires and scales were uploaded to the defined SPSS programme. These datum were analyzed according to the sub-problems of the research. In analysis of datum, it was studied with statisticaltechnically frequency analysis, face-descriptive statistics and Chi-square analysis.As a result of the convicts and detainees' answers in the survey, it was determined that the average age of convicts and detainees is between 26-34 years old, the educational levels are at primary education level, the income level is low, the priority reasons for participation in education were their own requests, most of the participants in job-vocational training have worked at a job before, they found the trainings useful, they participated in courses in order tohave a certificate and profession,the materials used in education wereusually the source books.According to the teachers in the penal execution institution, it was understood that they preferred the method of observation and project evaluation as an evaluation at the end of the trainings, and usually provided the job-vocational training programs from the Public Education Center. Various suggestions were presented in the light of the research findings.
