Özet
Kamu yönetimindeki değişimlerin temelinde halkın ve örgütlerin ihtiyaç, istek ve beklentileri vardır. Kamu yönetimi de insanların ihtiyaçlarından meydana gelmiştir. Geçmişte geleneksel kamu yönetimi anlayışı insanlar için bir ihtiyaç ve yenilikken; günümüzde ise bu ihtiyaç çeşitlenerek yeni kamu yönetimi anlayışı ismini doğurmuştur. Geleneksel yönetim anlayışında halk pasif konumdadır. Katı ve hiyerarşik kurallarla yönetilir. Halkın yönetimde herhangi bir etkinliği yoktur. Geleneksel yönetimde yöneticiler ise, merkeziyetçi bir yapıda kendilerine verilen yetkileri yasal sınırlar çerçevesinde kullanırlar. Değişen yönetim anlayışı ile birlikte yeni kamu yönetimi yaklaşımı da halkın ihtiyaçlarına daha hızlı ve etkin cevaplar verebilmek için vatandaş odaklı bir model benimsemiştir. Yöneticiler halkın ihtiyaçlarını önemser ve halkı yönetime katılmaya teşvik ederler. Yeni kamu yönetimi anlayışının en temel öğesini "Katılımcı Demokrasi" kavramı oluşturur. Katılımcı demokrasi ile örgütteki bireyler yönetime aktif olarak katılma fırsatı yakalar. Bu çalışmada kamu yönetimindeki dönüşüm ele alınarak bu dönüşümde büyük öneme sahip olan yeni kamu yönetiminin araçlarına değinilmiştir. Bir kurum olarak eğitim yapılarının yaşanan bu değişime sunduğu katkılara "Milli Eğitimde Yeni Kamu Yönetimi Uygulamaları" bölümü altında yer verilmiştir. Bu bağlamda çalışmanın amacı, yeni kamu yönetimi araçlarının Milli Eğitim Bakanlığı'na yansımalarını ortaya koymaktır. İçinde bulunduğumuz yönetimde yeni paradigmalar çağında, değişimin dinamik bir süreç olduğu varsayımından hareketle, kamu yönetiminin ve eğitim kurumlarının bu değişimden nasıl etkilendiği incelenmiştir. Çalışmada kaynak taraması yöntemi uygulanmıştır.
There are needs, demands and expectations of people and organizations on the basis of changes in public administration. Public administration has also been made up of people's needs. In the past, traditional public administration was a need and innovation for people; nowadays, this need has diversified and the name of the new public management approach has given birth. In the traditional management approach, the people are passive. It is governed by strict and hierarchical rules. There is no activity in management. In traditional management managers, use the powers given to them in a centralized structure within the legal limits. Together with a changing management approach, the new public management approach has adopted a citizen-oriented model in order to provide faster and more effective responses to the needs of the public. Managers care about the needs of the people and encourage the public to participate in the management. The concept of "Participatory Democracy" constitutes the most basic element of the new public administration approach. With participatory democracy, individuals in the organization have the opportunity to participate actively in management. In this study, the transformation of public administration is discussed and the tools of the new public administration which has great importance in this transformation are mentioned. The contribution of the educational structures as an institution to this change is given under the "New Public Administration Practices in National Education " section. In this context, the aim of the study is to reveal the reflections of new public administration tools to the Ministry of National Education. In the era of new paradigms in our management, we examined how public administration and educational institutions are affected by this change based on the assumption that change is a dynamic process. In this study, the method of resource screening was applied.
