dc.description.abstract	Bu çalışmada bireysel emeklilik sisteminin önemi, sosyal güvenlik sistemi içerisindeki yeri, kurumsal yapısı, isleyişi, denetimi, vergi uygulamaları ve ceza hükümleri ele alınmıştır. Özel emeklilik sistemlerinin yapısı ülkeler bazında farklılık gösterse de genel amaç sosyal güvenlik sistemlerine tamamlayıcı ya da alternatif yaratmaktır.Türkiye, başlanan reform çalışmalarının devamında 2003'ün son çeyreğiyle beraber sosyal güvenlik sisteminin tamamlayıcısı olarak özel emeklilik sistemi ile tanışmıştır. Türkiye'deki özel emeklilik sistemi Bireysel Emeklilik Sitemi olarak adlandırılmıştır. Bireysel emeklilik sisteminde çok yönlü ve sıkı bir denetim mekanizması vardır.Ülkemizde sosyal güvenliğin üç unsuru vardır. Bunlar; Kamu sosyal güvenlik sistemi, dayanışma sandıkları ile Medeni Kanuna dayanılarak kurulan vakıflar ve hayat sigortasıdır.
dc.description.abstract	In this study, the importance of private pension system, the place of it in social security system, the institutional structure, operation, audit, tax and penalty provisions of private pension system are discussed. Althoug, structure of private pension systems in countries will vary on the basis of the overall aims, the main goal of the private pension plans is to create complementary or alternative systems of social security.In the last quarter of 2003 with the continuation of reform efforts initiated to complement the social security system, Turkey was introduced with private pension system. Turkey's private pension system was named as Private Pension Plan. Private pension system is very versatile and it has a tight control.There are three elements of social security in our country. These are the public social security system, based on the civil code, foundations established solidarity funds and life insurance.
