Özet
Küreselleşme ve teknolojik gelişmeler insanları ekonomik, sosyal ve siyasal birçok alanda etkilemiştir. Ekonomik gelişmelerle beraber insanların gelir düzeyleri artmış, buna paralel olarak insanoğlu daha fazla psikolojik baskıyla boğuşmak zorunda kalmıştır. İnsanların bu baskılardan biran olsun uzaklaşma isteği insanları daha fazla turistik faaliyetlere yöneltmiştir. Artan turizm talebi turizmin oluşturduğu ekonomik pastanın büyümesine ve turizmin ülke ekonomilerindeki öneminin artırmasına sebep olmuştur. Turizmin artan önemi karşısında daha fazla pay almak isteyen ekonomiler turizm gelirlerini kendine çekmek için çeşitli stratejiler ortaya atmışlardır. Porter'in ünlü Elmas Modeli ile birlikte kümelenme kavramı çeşitli sektörlerde uygulanmaya başlanmıştır. Diğer sektörlerde olduğu gibi turizmde de kümelenme yaklaşımı uygulama alanı bulmuştur. Ülkemizde kümelenme stratejisinden kayıtsız kalmayarak çeşitli sektörlerle birlikte turizm sektöründe de kümelenme çalışmaları yapılmıştır. Bu çalışmada turizm kümelenmesi ve bölgesel kalkınmadaki etkisi Türkiye örneği çerçevesinde incelenmesi amaçlanmıştır. Bu doğrultuda birinci bölümde bölgesel kalkınma kavramı ve bölgesel kalkınma teorileri, bölgesel dengesizlik nedenleri ve sonuçları, bölgesel kalkınma politika araçları ile kümelenme kavramı incelenerek kümelenme kavramının bölgesel kalkınma üzerine etkileri üzerinde durulacaktır. İkinci bölümde turizm kavramı, turizmin tarihsel gelişimi, yapısal özellikleri, turizm türleri, turizmin ekonomik etkileri ve turizm-bölgesel kalkınma ilişkisi ile turizm ve kümelenme ilişkisi, turizm kümelenmesinin amaçları ve dünyadaki turizm kümelenmesi örnekleri verilecektir. Üçüncü bölümde turizmin Türkiye ekonomisi üzerindeki etkileri üzerinde durulduktan sonra Türkiye?deki belli başlı turizm kümelenmeleri incelenerek turizm kümelenmesinin bölgesel kalkınmaya etkisi incelenecektir. Türkiye?de turizm kümelenmesi konusunda çalışmaların sınırlı olması ve yapılan çalışmaların çoğunun proje aşamasında olması, yeterince veri elde etmeyi kısıtlayıcı neden olmuştur. Bunun yanında mevcut veriler turizm kümelenmesinin bölgesel kalkınmayı sağlamada etkili olabileceğini göstermektedir. Bu durum turizm kümelenmesi konusunda daha fazla çalışma yapılması, proje aşamasında olan çalışmaların ise uygulamaya geçirilmesi gerekliliğini ortaya koymaktadır
Globalization and technological developments have affected people in economical, social and political fields. With economical developments, income level of people has grown, concordantly humankind has been obliged to struggle with much more psychological pressure. People?s desire for moving away from these pressures for a moment has directed people to more touristic activities. Increasing tourism demand was caused both the growth of the Economic pie which created by tourism and these countries increase to importance of tourism. Economies which more pie wanting to get in the face of increasing importance of Tourism have suggested a variety of strategies to attract tourism revenues. Porter's Diamond Model in conjunction with the concept of clustering various sectors started to be implemented. Other sectors such as tourism, area of application has found that clustering approach. In our country remain indifferent clustering strategy with various sectors in tourism sector is made of clustering studies.In this study, it is purposed to analyze tourism clustering and its effects on regional development within the frame of Turkey example. In this direction, in the first part, the concept of regional development and regional development theories, reasons for regional imbalance and its results, regional development policy instruments and the concetpt of cluster will be researched and effects of the concept of cluster on regional development will be focus on. In the second part, the concept of tourism, historical development of tourism, its structural features, tourism types, economical effects of tourism and the relationship between tourism and regional development and the relationship between tourism and cluster, purposes of tourism clustering and examples of tourism clustering in the world will be given. In the third part, after dwelling on the effects of tourism on Turkey economy, the effect of tourism clustering on regional development will be researched by analyzing principal tourism clusterings in Turkey. The fact that there are limited studies on tourism clustering and most of the studies made are in project stage restricts acquiring sufficient data. Beside this, present studies show that torurism clustering can be effective in providing regional development.
